The following considerations were utilized in authoring:

• Information content and download speed were given greater priority over graphic element complexity

• Java scripts and applets were avoided as much as possible due to increased time lag for starting these features

• Frames were used because the table of links within the left frame are best utilized as the navigation tool within the site
